IACA's input to the European Commission's report on implementation of PRM regulation 1107/2006
According to the provisions of EU Regulation 1107/2006 (PRM Regulation), the European Commission should report by 1 January 2010 on the implementation of the Regulation.
In this respect, the consultancy firm Steer Davies Gleave has been selected by the Commission to report on the Regulation.
The final report should be submitted by the consultancy within six months of the signing of the contract (end of April 2010).
As part of this evaluation, the selected consultancy studies the establishment of PRM handling charges (which should according to the Regulation be reasonable, cost related, transparent and set in co-operation with airport users). The consultant is further required to examine how airports put into place their obligations to set up quality standards and mechanisms to fund the PRM assistance. A group of experts from IACA's airlines members met with the consultants in February 2010 to outline their recent experiences with the PRM Regulation.
This paper outlines IACA's current position on the Regulation, some of the problems that IACA member carriers are experiencing with the implementation of the Regulation and IACA's position on a possible revision to the Regulation.
